I've just downloaded Station Playlist and here it's working fine... What happens on your end exactly? And which OS do you use etc? (If you have Winamp, does it work from Winamp? It louds the same INI file and Stereo Tool itself cannot see if it's running in Winamp or Station Playlist).
Did you try any of the earlier BETA's or version 4.22? And did they work? (Don't try them if you didn't already, but since you're reporting this now it seems to be something new in the last few versions...)
Note: If you cannot see the difference between processing of silence or no processing at all, turn RDS on (FM processing ON, Encode RDS ON) - that way you'll see some changing texts (assuming that you didn't put a single static text in the RDS "PS Text" field).
Ok, thanks! I'm not using a 'standard configuration', so it could be my configuration (and I'm a little bit cautious about reporting bugs):
* Windows Server 2003 SP2
* Station Playlist 4.31
* It's a virtual machine in a VMware Server 2 environment ....
* AMD Athlon 64 processor
Stereo Tool doesn't load when starting Station Playlist. When I click configure on the Stereo Tool dsp in the 'Digital Signal Processors' screen (at the mixer tap, in the output option), it loads but there is no input (and output) signal. Until the version released at 10 April it works fine (and before). I will do some more tests on another virtual server to see what happens.

The release on the 28th of April does work too. It seems to be the latest that doesn't work here.
