There are nr of 32bit - 384Khz external DAC's and DIY kits cheaply available now search ebay

Musiland Monitor

or look for DIY

I've seen support for it in Audacity. Most programs will return an error message though and I don't know it's supported in Windows at all. No card I've heard supports that rate. I don't know if there any manufactures bothering to use 32-bit DACs. The resulting audio file would be very large and it's kind of unpractical, for radio applications it could be useful but for the consumer, it's pointless. Considering most things bought are 44.1 KHz at 16/24-bit with 2 channels of audio., with Blurays only going up to 96 KHz with 8 channels of audio and 24-bit audio or 192 KHz with 6 channels of audio and 24-bit audio. There's not much demand at the present for it.

Broadcasting is not my thing, so I don't know a lot about it. That said, the XtremeAudio is bit-locked, so using it for FM in the way you all are describing is likely not possible. I think it is possible with the other cards, but I am not completely certain. You do have to go into Audio Creation Mode and select bit-matched playback, I think.

No idea buddy, Ive never heard the DT770.

But if you get them ridiculously cheap, like I did, the UE6000 are great.
