The problem doesn't seem to be that the highs are too loud - the Orban has higher (w.r.t. BETA20 equally loud) highs. Except for that, the "Allow louder highs" slider is actually controlling an extra filter on the highs based on a much wider band (so yes, it does help - but it's already there).
The real issue is within Loudness. Highs - with pre-emphasis - come out at 'extremely' high levels (they are boosted by 10 dB for 50 us pre-emphasis, and even more for 75 us). Loudness then boosts the entire sound by another upto 12 dB, which means that already loud S sounds can in worst case get a boost of over 20 dB - and that can be 20 dB above the level where the waveform is already reaching the limits. Loudness can handle a lot, but it's not omnipotent - so I can either reduce the highs a lot during spikes (which results in the 'very soft S sounds' effect that I hear on lots of FM stations, which lacks punch), or accept some volume loss at lower frequencies (which gets really annoying if it drops too much). Now in BETA20 I used another alternative: I'm now allowing a bit (not much) of extra distortion in the low frequencies, so they are not pushed down as much anymore. This should make room for loud highs without much volume drops in the rest of the sound.
