Difference is when bars are at mid and when i rise input bars are close to down ..

That makes sense - at mid the effect is less - in other words, the output of the AGC is softer. This is (more or less) intended. It shouldn't be too bad anyway, it just stays a bit closer to the original. (This behavior hasn't changed since version 5.01 by the way)

You're already increasing the 3 top band sliders. That means that there's a lot of highs. The problem with this is that too much highs in Loudness causes a drop of all other frequencies, which sounds bad. Reducing 'Allow louder highs' SLIGHTLY reduces the peak levels, giving enough room to the rest of the sound. (Basically it's an extra de-esser for Loudness)

Of course you can experiment with the settings - I was just attempting to get close to the Orban sound (in frequency content that is), these settings (according to an analysis of a portion of sound) give you a sound that's within +/- 1 dB for the entire frequency range, with the same total RMS output level.

If people really want this amount of highs, I might need to re-tweak Loudness to be better able to handle it without volume drops on other frequencies.

So if you "want more highs" it is a question of personal taste.

So this means that if i reduce the LOW or the Highs more on Loudness i will have more room to all sound and high as well?

If you reduce the LOWs you'll usually hear the reduced bass immediately. Or the extra bass if you increase it. That's because the bass level is usually pretty constant, and very high.
If you reduce the HIGHs it usually only affects REALLY loud tones, mostly 'S' sounds. That's hardly noticeable, and doesn't affect most of the sound. (With the mentioned settings I'm getting extremely close to the Orban frequency content, despite the -16000).

Also, for lower Loudness settings, these sliders have (nearly) no effect.
