You say you've limited the maximum to 6 steps, but that slider is still active? I can still get an approx 1.6-2.0x increase in CPU load (35-40 up to 65-75). I don't have some sort of benchmark suite that I could run and tell you if it is impacting things at that level, but I can tell you that just basic moving windows around on the screen shows a marked increase in lag between the time the window is moved and the system is able to complete the redraw, so, no, it isn't just a task manager thing.

A weird signal is coming out of Stereo Tool, maybe it's something related to OS's audio subsystem and will be fixed by rebooting (which i'm not going to do right now..) but it's weird.. like a signal from space! And yeah, VAC was used

Stand alone I suppose? This is the sound that I generate when the input sound card is not accessible. You should see a red bar for the input if you look in the sound cards window.
