It has done it with 10.30 until now.
So 10.30 had the same issue?

Yes, 10.30 did it as well.

Ok, it shows 192000.1 now - did it really ONLY show 192000.0, 192006.0 and 191994.0 and no other values?
Here are 2 videos that show the differences:

https://we.tl/t-0v8vywg91G

File1: Version 10.11 with correct behaviour
File2: Version 10.41 with strange behaviour.

Stereo Tool Settings are the same.

Oh! So it's not the playback speed that's the issue; what's happening is that FAR too much data is coming in. It appears that the encoder (Stereo Tool) isn't running at 192 kHz but at some higher speed.

What sample rate settings do you have on the encoder? For the VST version this makes no sense at all, because that version doesn't do anything with the sound card. Does the green line also move up, not down (because that's what I think I saw in your earlier screenshot!) with the VST version?

In the video that shows the error, every 9 seconds or so there is an extra second of data. That would mean that the sample rate appears to be 213 kHz instead of 192 kHz. I have seen that in the past with some AudioScience driver error, is this by any chance with an AudioScience sound card?

Other questions: Aside from the breakups, is the signal itself playing normally? or is it sounding too slow? Does stereo/RDS work?

If it's set to run at 44.1/176.4 kHz but in fact the sound card is running at 48/192 kHz, that would also give a similar behavior. In that case the audio should sound slowed down. Can you check what happens if you change the sample rate in Stereo Tool?

The Video I've sent is the VST-Version. I cannot set the sample rate at all. The underlying application runs at 48kHz. So I can't check the sample rate. I will try tomorrow to have a listen into the stream. As far as i remember, the audio is off the normal pitch.

Ok, so this is on Windows? The code has been rewritten, but it looks fine. The ST default sample rate is 44.1 so if it for some reason doesn't get your 48 kHz sample rate, it would fully explain this.

Windows Server 2019 Standard. VST running in 32bit Host, and it effects also the audio back into the VST host which does the streaming in our case: http://streaming.aoip.international:8000/eifelfm.m3u
You can hear stuttering from time to time. This was no issue in 10.11

Ok it almost HAS to be this, but I just verified the behavior of the 32 bit VST in a 32 bit host and it's properly taking the sample rate. Which host are you using?

Edit: Wait, that stuttering makes NO sense if the VST host does the streaming. That would indicate that the VST host itself also thinks that it's running at a different rate. We return 1 sample for each sample that we get. But I don't see how the behavior of the host in this case could be changed by what Stereo Tool does.

After a while the stuttering settled. It's very strange, I've never experience that in version 10.11 and below. I use DABiS800 as VST-Host since ever, it's from the swiss company www.danexis.com. Is there a way to show the samplerate ST is running perhaps in a Debug Mode or put it into the next BETA?

Gonna re-ask for the ability to see the operating samplerate in the I/O menu of the plugins. Some DAWs like Reaper seem to want to playback in one but render in another, according to the descriptions of the settings. It would be so handy to be able to verify it's working at a consistent rate, regardless of playback or render.
