The problem, the recommended sound cards Martin and Juli@, at this time is very outdated, they can not be bought.
I see a negative experience on the forum with the cards Creative and Asus.
From the positive experience, except RME 9632 (it is very old and a lot of money!), аnd Realtek - there are no other choices.
There is also a dark horse Behringer 204HD, Asus Xonar Essence - but there is no exact data whether it has problems or not.
I am desperate, I do not know what to choose up to $ 400.
Except RME 9632 - I do not see other candidates. What can you advise from fresh, modern 192 kHz cards?

I was searching for a new card also and found this https://www.aliexpress.com/item/ESI-Jul ... 16830.html ESI Juli@ 4-in/4-out PCI Audio Interface with Swappable I/O Socket 2 analog input channels 2 analog output channels. It's under $400.00. May not be any warranty with it tho.

These cards, used, can bought at the flea market at half the price ($100+).
But the feature of my organization, the card should be new, in the store, cashless payments. I have already ordered RME 9632 ;)

But, I want to buy another, USB card  . I can not choose anything - or does not meet the requirements, or very expensive.

Could someone tell if the cheap USB sound interfaces (Behringer, others?) are suitable for FM? And for ASIO? I remember that some model had a design issue where some of the input would leak to output internally. I really need to get a USB soundcard for temporary FM use, since I'll be using a laptop.

Stainberg UR22 or Scarlet 2i2 or 2i4, for example.

What about the UMC202HD? It's quite cheap, but datasheet states bad numbers for frequency response.. Are they true, or can the output generate RDS?

You really need to ask someone who tested it fully. I usually only talk about what was in my hands.

And what "bad numbers for frequency response"?

Output side shows 10 Hz – 43 kHz (0 / + 0.3 dB)...
