Have you tried enabling 'Synchronize to output sound card' (something like that) in the input sound card settings of Stereo Tool?

If not, I don't have much experience with VAC, but others do... So they might have something more useful to say.

I will guess that you are not planing to use ST for FM.. but for streaming ...

Open VAC panel and:
- Fix VAC sample rate (SR) to 44100 - 44100 Hz
- Fix VAC bit depth (BPS) 16 - 16 bit
- NC 1..2
- All cables "Stream fmt limit" to "cable range"
- Turn off, channel mixing, PortCls and watermark
- Max Inst 20 - MS per int 1
- Worker threads 2 or 4 (depend on multi and hyper threading of your CPU)
- Prio 31

Also..
- Check CPU usage if U/O flows still occures
- Make sure that 'realtime' is ON is ST

Thanks for mentioning this! I would notice that sound would slowly vary over time with high freq's decreasing and weird phasing. I thought it was due to memory leaks of Edcast encoder. I'd reboot it and sound would improve.

After putting a check mark in "synchronize to sound card", sounds stays constant with no strange variations over time on my VAC implementation.

I recently upgraded to the latest VAC. If "Ms per int" is set to 1, I get too much stuttering and clicking. I have to set it to 10 or 15 for non-skipping sound.

With Stereotool, what does CPU usage "Realtime" mean, as compared to the other two settings?

"Realtime" is the Windows (task manager) priority "Realtime". It's not really realtime though because Windows isn't a realtime os.
