From the specifications:
2. Analog Output
1) Max 24-bit/48kHz
2) Type: 1/4" phone jack
3) Line out: 1/4" Mono plug (left & right channel)
4) Headphone out: left channel connector only, stereo (right channel
must be unplugged)
5) Output Level(0dB): Max 3.4Vpp

You need at least 192 kHz (actually about 120 kHz, but cards with that sample rate don't exist afaik) output sample rate instead of 48 kHz... So RDS and stereo won't work on this card.

The reason is that the RDS signal uses frequencies between 55 and 59 kHz, and this sound card cannot produce frequencies above 24 kHz.
