Hey all. So here is the dilemma:
I have tons of good music (lossless) on a fast Core i5-4670k PC (@4.4 GHz) and a couple of Android devices. I want to be able to listen to the music that is on the PC processed by Stereo tool on my Androids. They all have decent 3g/wifi network connection so bandwidth is not an issue.

My current solution: Winamp with crossfade plugin and loaded Stereo tool (DSP version), AWAR Pro for Android to control the Winamp and Soundwire to stream out the audio in realtime to the Androids. But due to the bad quality of 3G network at some places, latency can go up as much as a couple of seconds rendering this realtime streaming solution completely useless so it's only usable at very good network conditions which are a myth in my residential area.

Do you have any better solution?

So you want to listen not only localy on WiFi but anywhere on the world (?)

Easiest would be to setup Winamp + crossfader + DSP ST + DSP EdCast on some shoutcast/icecast server.
For local listening you can have local shoutcast server on your PC.

However, if you have static IP address at home or you have dynamic address and you know how to setup dynamic DNS for that.. you can have local shoutcast/icecast also for 3g too - where you will listen music directly from your PC over internet.

Thanks for the reply. I've tried that solution even with my custom Icecast solution - delay is still around 4-5 seconds. My current solution has a delay of around 110ms in a local network or via WiFi anywhere in my hometown.

My idea is to setup a service like Google Music where the songs are buffered all the way on the phone while being online and get a Stereo Tool processing in the middle/before sending it to the phone. This way I will have instant reaction for song changes/seeking and some buffer/protection against network dropouts.

Ehh..
You didn't say that delay is strictly important. I can tell you that you will not find anything with low delay audio and always low delay.
Well.. you can. But it costs too much. But again not for android.
