Looking at some spectrograms, it appears that the lower the OGG Vorbis quality, the more spectral gaps are there for the Delossifier to fill. However, nothing beats a real-world test. You can always enable the Delossifier in trial mode and the Spectral Hole Filler and take a look at the difference in its built-in spectrograms.
The answer is yes; but really, it depends on how compressed your ogg files are and with which codec. There appear to be FLAC and Opus encoders for ogg containers in addition to the older Vorbis. So if you're using one of those encoders, the spectral loss might not be much of a factor.
