The idea is that each band in AGC (when there are 2 or more bands, obviously), has an independent Release Gate control. Perhaps this would help in part to prevent one of the bands, since it does not enter enough audio signal, from starting to release, especially when the threshold of each band is different, allowing the AGC to be more stable and consistent.

It's already there. MB > Gating. "Gate slowdown" and "Gate freeze". Additionally, there is "move to target on silence" with theresholds and speeds.

Ehmm... yes, it's there, but I use: AGC -> To level at slow speeds + MB1 -> fast compression speed + MB2 -> Limiter. Based on what you say, I would have to use MB1 as AGC and MB2 as compressor/limiter.
