I've gone through the last few pages of this thread, here are a few questions that I haven't seen an answer to:

I'm really sorry, but I don't think we'll ever combine sliders in this way, let alone enable users to do it on the fly. The UI is complicated enough as it is.

The thing about enabling users to mess with how their interface is structured, is that it creates a situation in which the same product/application can wildly differ between users.
It could break functionality and/or make it next to impossible for us or other users to assist them with problems in any meaningful way.

All of the settings are supposed to be nested within cells and popovers. The intent was to remove the requirement for changing Operating Modes while keeping all settings available.
I should add to this that we do deprecate some settings. If they are set to a value that isn't the default behaviour (i.e. "turned off") they are hidden (so that you don't turn something old and outdated on by accident).

The toggle you're referring to is an advanced (folded) setting: Application settings > Preferences > Show deprecated settings
There is no list of these settings, and while showing them anyway is possible it's highly discouraged.
