Does the viewtopic.php?f=16&t=25 information mentioned in that thread hold true for the latest Linux CLI version?

No it doesn't seem to work.

I put

[Stereo Tool Dynamic Settings]
Poll STS Enabled=1
Poll STS File name=/tmp/settings.sts

at the bottom of my Mono.sts file. It doesn't seem to matter what info I put into /tmp/settings.sts though, they're not affecting the output.

It really doesn't matter - I don't need this feature - I just wanted to play with it!
