Just Google for RDS PI UK

Here's a list: http://www.dxradio.co.uk/ukrdscom.php

Oddly the first 2 digits are different - I expected them to be the same for all stations in the same country...

Basically, but regulations may be different in different countries, you should pick one where:
- The first 2 digits are a 'country code'. That's why I was surprised that they were not the same for all stations
- The last 2 must be unique in the reception area. If not, there's a chance that radios will switch between your station and the station that uses the same code. Of course, if you're broadcasting using multiple transmitters or frequencies, you must use the same PI code everywhere.

Radios only have to check the last 2 digits, so the first 2 can be ignored (but don't have to be).

Note: I don't know if you are free to choose a code, I could imagine (though I've never heard it) that there might be an organization that gives out such unique codes. This may differ from country to country - as far as I know from what I've read, you're usually free to choose something yourself.
