Just to make sure that the sound isn't bad because you chose a bad preset:
1. First choose good settings that sound good
2. Next, turn all the FM features on.

Warning: The output that you get after doing #2 sounds bad! (Mono, way too strong highs). That's because this signal is NOT intended for listening but for broadcasting - if you feed this into your transmitter it should sound the same on a radio as what you heard at #1.

And yes, you need ASIO for low latency, otherwise you won't get lower than about 300 (or even a bit more) ms.

I Skype be wrong, but I think the Juli@ doesn't have 6 outputs. The FM output must be sent to the analog outputs - ch 1 and/or 2!

Juli@ has 2 analog inputs (1/2) and 2 analog outputs (3/4), and 1 digital input and output (digital shown as S/PDIF).
i have some questions in sound cards configuration:
the "Input" must have sample rate of 192000 or 44100?
the "Processed output" and "FM stereo/RDS sound card" must be enabled both or inly one?
the analog output (3/4) must be chosen for "Processed output" or for "FM stereo/RDS sound card"? you can chose only for one.
how many must be Buffer size and Sample in the "Processed output" and "FM stereo/RDS sound card" ?

Also if your input is analog 1/2 .. then set this in DirectWire

- Buffer, As you can see i can set around 25ms. You need to set as lower as possible till you start to get drops in sound.. then bring it bask for a few ms. Also depend on CPU usage.

what preset do you reccommend for FM radio?
now i'm using fm transmitter soft (europe, stereo),but the sound still not clear and has some noises.

Don't know on what noises you mean...
First, you must be sure that your transmitter is sending 75kHz deviation onAir..
