I'm trying hard to take an existing stream, run through command line stereo tool on a linux box, and spit out MPX flavoured flac... Still no joy!

Would be so nice to have a pi just playing this at TX site and not doing any processing/rds/mpx there etc, where cpu is limited!

You might want to have a look at MicroMPX.

Is my understanding of this correct...

ST can output using MicroMPX codec... Codec includes transport via TCP/IP to a decoder?

Decoder software could run on a rPi? Or is it only hardware based decoders?

Currently MicroMPX is not integrated in Stereo Tool. So you either need to use a stand-alone encoder (and get the audio there through Virtual Audio Cable or something similar), or you'd need to use Omnia SST which has MicroMPX integrated. MicroMPX will do the network transport for you. I'm not sure if the ARM version (what you'd need for Raspberry) is currently shipping. You'd need to contact Telos for that.
In any case a Windows software-based decoder is available.

192kHz sample-rate at 24-bit! Optionally with balanced audio in- and outputs! Think I'm going to back one.
