I'm trying to encode a 32kbps AAC v2 stream. What adjustments should I make (or what preset should I use) to make it optimized for low bitrate?
I tried the DAB/WEB/HD presets, but none of them really sounded that much better with all the compression.

I'm just starting out with this.

That's a great question for a great efficiency codec. While I can't give much advice - I would tell you this: Process/& optimize your precodec-audio stream so that there is nothing in it that the codec would never use anyhow. If the codec never encodes above 16khz - brick wall the source there. ST has a great filter to do that. I'd probably brick-wall the bass off below 40hz. (Saves codec bits from coding bass most people can't hear anyhow) Beyond that advice, -I can't add much more. The codec will make the best out of what you throw at it. Just don't waste any dynamic room in the precodec source for information the codec will never use.
