Are you looking for an audio sound to illustrate the subject of your podcast? As I understand it, what you are asking for may not be noticeable to most podcast listeners.
Are you looking for an audio effect? If you want an effect, odds are high that a plug-in exists that creates dynamic phase shift as one of its features. There is a plug-in for just about any kind of audio effect, and one of them may have what you are looking for.

I assume you want a dynamic phase shift moving across the audio band that does not change amplitude frequency response, correct? What dynamic parameter would control the phase shift? Level, frequency, random, piano keyboard, programmed waveform, etc. Do you want identical change in both left and right stereo channels, or not? Unless I am mistaken, dynamic EQ that happens in audio processing causes a dynamic phase shift (unless the developer has compensated for it). You know the topic of absolute phase has been an endless topic of discussion.
