Hi,
Very often, if not always, tracks that need declipping also need ND, and those that don't need declipping are better off without ND. So maybe these filters could be linked, so that when declipping occurs, ND occurs, and the other way around, and in between.

Don't know if this answers in any way your question, but I thought of it like a trigger. I Know nothing about writing software, but I am thinking that If the declipper is doing its thing, which you can tell looking at the meters (so I asume there is a way to detect how much declipping is being done), then ND is turned on. In the simplest way, it would be just on or off; but it could also work proportionally. For example -just thinking out loud here- there is an option in the declipper called maximum peak restoration, which could correspond to 100% effect strength in ND. The default is 400%, so if the restoration goes up to 200%, then ND is applied at 50% strenght; or maybe an avarege in time; I don't know, something like that.
