Hi, the setting is relative to the traditional controls. So if you set the dynamic speeds to 2x/, that means that it can go at most twice as fast or twice as slow as the traditional setting. Setting this value to 1x/ disables it (1x as fast or as slow = no effect).
So, say attack is set to 1000 ms, and dynamic is set to 2x/, then the actual attack speed will move between 500 and 2000 ms. Same for release. The other two settings (reduce fast/slow movement) can be used to make it harder to get further away from the configured setting - set them high enough and you'll get the old behavior back.
